The Punjab Government announced an important policy shift regarding the terms of employment of contract employees in government departments. The initiative is aimed at transforming the provincial hiring process and easing the long-term financial burden on the public exchequer.
Cancellation of the Regularization Law
According to the official announcement, Punjab Government has decided to abolish the law which previously regularized contract staff as permanent staff. The new policy has no inclusion of any of Punjab's contract workers being regularized under Punjab Regulation of Service Act 2019, which has been officially repealed.
This means that all the existing employees who are currently on contract will end up being contractual, and the future recruitments also will be strictly on a contract basis without any permanency.
End of Basic Pay-Scale Based Hiring
The other major change in the policy is that recruitment based on the basic pay scale system will not be practiced anymore. Hereafter, new government employees to be appointed on a contractual basis will receive a lump sum salary instead of the traditional pay scale structure.
With this change, the government will be able to benefit from flexibility in recruitment without having to spend more for pay scale increments, allowances, and long-term benefits.
Reasons Behind the Government's Decision
The basic purpose of this step is to relieve the provincial treasury from financial strain. Over the years, the permanent regularization of contract staff had increased the salary and pension liabilities of the government to a very large extent.
By keeping employees on contract and going for the lump-sum payment of salaries, the Punjab Government intends to:
• Reduce long-term pension liabilities.
• Control public department salary budget expansion.
• Enforce a performance-based culture of work.
• Increase administrative flexibility for future hiring.
This is one aspect of a broader effort to make the public sector more fiscally sustainable and free itself of inefficiencies in managing workers.
Impact on Contract Staff
The majority of existing contract staff have been concerned about job security and prospects of advancement with this move. Lacking regularization opportunities, contractual staff may fear their long-term career prospects in government institutions.
But the administration argues that this new policy will promote merit-based recruitment and bar unwarranted regularization practices from eating into the provincial treasury.
Public and Employee Reactions
The response to the move is mixed at the onset. Disappointment is felt by some workers and unions, who accuse the new policy of undermining the security of their employment and the morale of the company. Economists and administrative experts, however, view the action as a necessary budgetary reform aimed at ensuring efficient governance and reducing recurring expenditures.

Most analysts opine that the success of this policy will be contingent upon how well the government manages to provide equitable contract terms and timely renewal of employment for deserving employees.
Career Guidance for Contract-Based Government Employees
Under today's conditions, when government contract work no longer promises employment on a permanent basis, it is imperative for each and every contract worker to establish a professional online presence. To be prepared for future opportunities, employees must develop and maintain their profiles in websites like LinkedIn, Dostyy.com, and other professional networking websites.
Possessing an online portfolio of your work experience, skills, and achievements will draw you to good job offers—both from the private sector and future government projects.
A Step Towards Fiscal Discipline
Repeal of the Punjab Regulation of Service Act 2019 is a significant initiative towards fiscal restraint and public sector personnel reform. While the action will find opposition from staff associations, it is a sensible effort towards fortifying the public sector employment system.
If implemented with openness, the new system can facilitate the Punjab Government to maintain a lean, efficient, and result-oriented workforce that aligns with the existing economic conditions.
